The most important executive task is creating a culture that encourages speak-up. In fact that goes further and welcomes it. Even in the best organisations people make a speak up calculation: is this rewarded or is it punished?

Weave a fiction about success that is not there …

The worst sort of organisation is not one that fails to encourage speak up. It is one where the executives suppress speak up. The suppression needed so they can continue to weave a fiction about success that is not there.

Whistleblowing happens when speak-up fails. But even then whistles blown internally may be unsafe. In which case public whistles can be no surprise.
